Zero interest rate on 3 month T-Bills

The Treasury sold $21 billion zero percent yield 3 month T-Bills.  And the Bloomberg writer said they could have gone with a negative yield but that they won't do that as a policy.  Negative yields means you are paying the government for you to lend money to them.

So much for an economic recovery and raising interest rates.
